Historic District Commission Meeting Minutes
Regular Meeting and Public Hearing
Monday, March 7, 2005



Place:
Memorial Town Hall, 52 Lyme Street, Old Lyme, CT

Present:
Jim Bechtel (Cochairman, Regular), Kenneth Levin (Cochairman, Regular), Nina Peck (Regular), Paul Sagristano (Regular), Joanne DiCamillo (Alternate)

Absent:
Barbara Traskos (Regular), Tom Keogh (Alternate), Elizabeth Chamberlain (Alternate)

Agenda:
1.      47 Lyme Street – Mr. Czarnecki: Public hearing regarding garage addition
2.      44 Lyme Street – Mr. Hammond: Business sign application
3.      Proposed Old Lyme Historical Society – Mr. Schellens
4.      Lyme Street inventory of properties – Ken Levin

Meeting was called to order at 9.15 a.m. Meeting minutes for regular meeting February 7, 2005 were approved as presented.
1.      47 Lyme Street - Mr. Czarnecki: Public hearing regarding garage addition
No comments on the application have been made by the public. The application was approved by the Historic District Commission. The approval is valid for 150 days.
Action: Notify Mr. Czarnecki (Anna Silberberg).
2.      44 Lyme Street - Mr. Hammond: Business sign application
No updated drawings for the signs have been presented to the Commission by Mr. Hammond.
Action: Contact Mr. Hammond and ask about status (Anna Silberberg)..
3.      Old Lyme Historical Society – Mr. Schellens
The Old Lyme Historical Society is in the process of being formed.
The focus of this group is the cultural and architectural history of Old Lyme.
The current objective is to find a property to house the new Historical Society.
Mr. Schellens requested that a member of the HDC be~assigned as a liaison between the OLHS and the HDC.
Action: Paul Sagristano volunteered to act as liaison.
4.      Lyme Street inventory of properties – Ken Levin
Existing photographs have been organized by street address and are now kept in designated photo boxes (one for each side of Lyme Street).
Action:
a) Take a new, complete set of photos of all properties in the Historic District (Ken Levin, Spring 2005).
b) Date all photos where possible.
c) Take inventory of existing information in property files (Anna Silberberg, long term project)
   When additional photos are found in the property files, they can be transferred to the new photo boxes.
5.      Secretary’s report – Anna Silberberg
a) Information: There is a new form for all applications for a Certificate of Appropriateness.
Action: None
b) A page has been created for the Historic District Commission on the Town’s web site and work is in progress to fill this page with forms, documents and links.
Action: Update page with content and review (Jim Bechtel, Ken Levin, Anna Silberberg)
c) Recommendation: Join the Connecticut Trust for Historic Preservation and the National Trust for Historic Preservation.
Action: Find out costs and join if costs are approved by Town (Jim Bechtel/Anna Silberberg)
6.      Any other new or old business to come before the Commission
a) Utility pole on Library Lane
No further information has been received from Town Engineer/George Roberts so it is not known whether or not the pole will be moved.
Action: Ask Tim Griswold about status (Jim Bechtel).
b) Tree Commission - Joanne DiCamillo
Ms. DiCamillo is chair of the Tree Commission and as such informed the Historic District Commission that trees cannot be removed if a property owner opposes it, even if the tree is on Town “right-of-way” and underneath wires.
Action: None
c) Planting plan for Center and Middle schools
No planting plan has yet been presented to the Historic District Commission.
Action: Ask John Rhodes about the planting plan (Jim Bechtel).
d) The Old Lyme Art Alliance
The Art Alliance did not attend this meeting.
Action: None
7.      Adjournment
The meeting was adjourned at 10.45 am.
